Kevin joined the Merchant Navy Training Board (MNTB) in June 2026,
bringing broad experience from across the maritime sector as well as
a Bachelor of Laws degree. He is responsible for the overall operation
of the MNTB, overseeing and facilitating its technical work, the
development of training programmes and pathways, careers promotion
strategy and managing the charitable work of the Maritime Educational
Foundation.

Kevin began his career at sea before moving ashore into roles with the
Port of London Authority, IALA and Trinity House, where he led work
spanning Vessel Traffic Services, training and development,
international capacity building, operational planning and commercial
activity. He also contributed widely to policy, standards and
stakeholder engagement, including through leadership and
representational roles with the IMO, IALA, IHMA, the European Sea Ports
Organisation and CHIRP.

Blair oversees all operational matters for the Merchant Navy Training Board (MNTB), including the review of MNTB short course criteria, administration of MNTP SMarT funding, and the coordination of Board and Committee meetings. He also manages a range of skills-related operational activities, including careers promotion via Careers at Sea and our National Awareness Campaign. In addition, Blair is responsible for the daily operations of the Maritime Educational Foundation and Maritime Training Trust.
