i) Initial desk research to identify anomalies and inconsistencies with the standards and the potential for more suitable functional definitions at all levels.  This will include analysis of shared units, of specialised units and their use within qualification pathways.

ii) First project steering group meeting to confirm project methodology and process required and receive report from the desk research analysis.  Representation will include MNTB, SFIA, BTA, MCA, MSA and NUMAST, to guide the project, with the inclusion of PSSL as required.

iii)Initial joint industry consultation and working group activity (residential workshop)to confirm the amendments required to the standards regarding the above desk research, changes in working practices, the introduction of new technology, etc that need to be incorporated.

It will also identify the format and structure of the standards to meet industry needs, in line with current best practice and to enable the most effective collaboration with the ports industry; and it and will identify relevant management functions covered by other Sector Skills Bodies.

Milestone 2:  Reviewed and reformatted National Occupational Standards

i)  Standards development work, 1 residential workshop and 4 sector specific workshops (2 per industry) to develop and confirm the required technical content of the standards at all levels (1-4) and the approach for dealing with knowledge and understanding.  It will include the identification of wider competencies to fully define the job roles at each level, including project, resource, personnel and financial management aspects.  Email contact with group members to develop drafts will be undertaken as required throughout this period, and development work will be undertaken to identify the knowledge and understanding or develop new units as required.

Draft NOS covering all functions required at appropriate levels for the merchant navy and seafish sectors.
